I like to start with a reset.css file to knock all browsers down to a blank slate, then I start writing my own CSS from there.

in my opinion there is no best (suited) CSS framework in my work. use CSS framework just load unnecessary script...

i suggest you only use reset CSS, to make you easly develop website look same in every browser. you can search it in google.

using html5 I would say the css section of html5 boilerplate even if it's not a framework, but a reset stylesheet
