C# - Form opacity is always 100%

For some reason, my form is always at 100% 开发者_Go百科opacity. I've tried changing it by using the properties window. For example, I changed it to 40% but when I ran the program, it is 100%. Are there any known reasons for this? I've looked throughout my entire code and nothing is changing it to 100%. Thanks.

For some reason when I closed and re-opened the project, it started working. No idea why that is.
