Is it possible to detect an Android device with it unique id?

I would just like to know if I can recognize an Android device if I have the device's unique Id over internet.

Actually my application is dependent of Google's C2DM and I am finding a possibility for my application to get notifications without using C2DM. So from the server if I could send some message to a android device at any point of time if I have the device Id then I guess I can send the notification too.
