Android SDK install message "Failed to fetch URLreason: Invalid argument: connect"?

I'm trying to install th开发者_开发百科e SDK but when downloading the repositories I keep getting the error

Failed to fetch URL https://dl-ssl.google.com/android/repository/repository.xml,

reason: Invalid argument: connect".

And the green download bar doesn't move. Does anyone know how to deal with this?
