How to stop Push Notifications connecting to web server if about to timeout?

I currently have push notifications in my app and my app gets the notifications from a web server. Sometimes, if there are too many people trying to load the same script, it crashes the app because it times out. Is there a way of saying, if five seconds have passed, to disregard the code to get the push notifications?
