extract data point from tiff picture

I did some google seraches but coul开发者_开发技巧d not find an answer. Is it possible to extract data points from a tiff image? If it is a vector type format it should be possible I reckon ... I am a fairly good programmer (C# preferably). Thanks.

Matlab and some code called grabit seem to help. Not sure whether there are better ways but that helped so far:

The data points are red. Maybe that also clarifies what I mean by data.
