you cannot Assign default values to Local Variables ... so just remove the "= 0" from this line :
declare @i smallint, @j smallint = 0 ; with ct....
so it reads...
declare @i smallint, @j smallint; with ct....

to
DECLARE @i SMALLINT, @j SMALLINT
